Hayley Brown
has been doing some in depth analysis of the DEFRA paperwork, & has
discovered that it worse than it seems at first glance:
It
would seem I am right about cross compliance and motorsport not
allowed at any time, found this in the cross compliance frequently
asked questions section on the website. It refers to the cross
compliance handbook section 83 where it says that the land must
not be used for non-farm vehicular use. As I have previously said (and
for the benefit of Mr Barker) cross-compliance runs for 12 months
of the year and is on the whole of the landowners holding and not just
the land that farmer has claimed for and remember that eligible land
is not just claimed for land and that there's a long list of
eligible types of land including fallow land and grazed woodland.
It would also seem that defra have decided that 4x4s on byways are a
thing of the past as well, as they have mentioned walkers and riders
in the answer to this question and it confirms my suspicion that
cross-compliance will affect green laning (remember cross-compliance
handbook section 83 non-farm vehicular use) so defra really are aiming
at a pretty countryside for the cityites see below....

It looks to me that they are plugging the
facts as we understood them, but then putting the cross compliance
barrier up in the hope that we don't understand it. They obviously
hope that something like this will take some of the heat off, so the
campaign slows down, then when we realise what's happened, we will
have lost all of our momentum

SINGLE PAYMENT SCHEME AND MOTORSPORTS We have received a number of representations regarding
motorsports on land I doubt it, but here goes Motorsports are
allowed outside the farmers 10 month qualifying period but the land
remains subject to cross compliance. · It would be possible for the landowner to designate an area as a permanent motorsports area and so completely remove it from the Single Payment Scheme.As long as he still stays within cross comp. guidelines, see note above about damage to land etc Maybe this would be a way in for lawnmower racing, but not a lot else. · If motorsports were undertaken within the 10 months (except on land subject to GAEC 12 where they are not permitted) the claimant would lose payment on the area used. The land would remain agricultural land and just be temporarily ineligible for payment so it would still be subject to cross compliance (and, as a result, any non compliance could affect other payments too).Now were getting into the realms of Double Dutch. I cant make head nor tail of this bit · In such circumstances it would be a good idea for the farmer and event organiser to get together in advance with the cross compliance rules and determine how to run the event and not incur a cross compliance penalty.I think we have already established that keeping within Cross Comp. will effectively rule out just about everything, but we can have a cup of tea with the farmer while we read the rules before coming to the conclusion that maybe hovercraft racing is the way ahead · Use of the land for a motorsports event prior to the final application date for the new scheme of 16 May will not affect the ability of the applicant to establish entitlements on that land - only his ability to claim payment against them.Ohhh, that's nice, a carrot that's valid for almost 2 weeks, but it wont save the Nationals, or much else.

Time to stand up for our rights Whilst we fully support the Online petition to Save Offroad Motorsport we have been made aware that many official bodies do not accept the validity of online petitions. Also, we feel that you cant beat the visual impact of a very large pile of papers being delivered to the door of Number 10 Downing Street, hopefully by a celebrity from the Motoring world. To this end, we have produced the petition for everyone to download & sign. Please pass it on to anyone who may be interested. Although we are a Land Rover club, this should not be limited to Land Rover owners, remember that all forms of motor sport events are affected. From Hill Rallies to Lanwmower racing in the 4 wheeled world & many forms of 2 wheeled racing are currently (effectively) BANNED. Stand up for your rights & support our petition whatever your particular area of interest. Tony Blair has today stated that the Government has realised that it should listen to the people, Lets see if he really means it. Right click & 'save target as' to download the form to your computer.
